For your one-wheel, your track's 3-D printed paddles are too tall and should be closer to less than 1/2" and much thicker at each paddle's base where they are connected.. Why dont you set propeller on each end, beyond the propeller, add a vertical wing with pivot to stability in-flight mode. You'll have a single wing spinning on itself and able to fly vertical and horizontal.... I don't know if I'm been clear!

Great project, poor realization. You definitely need a lot bigger hydrofoil than you have. And this board seems like it needs some reinforcement too, like placing some solid plate over mast attachment point and under your foots' positions
